How the 7th CPC Pay Matrix Works: Levels, Cells and Increments
Levels and Cells
- The Pay Matrix is the table in Part A of the Schedule to the CCS (RP) Rules, 2016, with Levels of pay arranged in vertical Cells (CCS (RP) Rules 2016, Rule 3(vi), PDF p. 23).
- Each post's Level corresponds to its old (6th CPC) Pay Band and Grade Pay or scale (CCS (RP) Rules 2016, Rule 4, PDF p. 23).
- Your basic pay is the pay in your Cell of the prescribed Level (CCS (RP) Rules 2016, Rule 3(x), PDF p. 23).
- The matrix starts at Rs 18,000 in Cell 1 of Level 1, and the top figure is Rs 2,50,000 in Level 18 (CCS (RP) Rules 2016, Schedule Part A, PDF p. 30).
- Level 1 runs to Cell 40, which is Rs 56,900 (CCS (RP) Rules 2016, Schedule Part A, PDF p. 31).
A Few Levels from the Official Matrix
Figures in rupees per month, taken from Part A of the Schedule (CCS (RP) Rules 2016, Schedule Part A, PDF p. 30). The old Grade Pay for Levels 1 to 5 is shown in the Rule 7 illustration (CCS (RP) Rules 2016, Rule 7(1)(A)(i), Illustration, PDF p. 25), and for Levels 10 and 11 in the Rule 7(1)(B) illustration (CCS (RP) Rules 2016, Rule 7(1)(B), Illustration, PDF p. 26).
| Cell | Level 1 (GP 1800) | Level 4 (GP 2400) | Level 5 (GP 2800) | Level 10 (GP 5400, PB-3) | Level 11 (GP 6600) |
|---|---|---|---|---|---|
| 1 | 18,000 | 25,500 | 29,200 | 56,100 | 67,700 |
| 2 | 18,500 | 26,300 | 30,100 | 57,800 | 69,700 |
| 3 | 19,100 | 27,100 | 31,000 | 59,500 | 71,800 |
| 4 | 19,700 | 27,900 | 31,900 | 61,300 | 74,000 |
Entry Pay and Increments
- If you were directly recruited on or after 1 January 2016, your pay is fixed at the first Cell of the Level of your post (CCS (RP) Rules 2016, Rule 8, PDF p. 27).
- Each increment moves you vertically down your Level. For example, Rs 32,300 in Level 4 becomes Rs 33,300 (CCS (RP) Rules 2016, Rule 9, PDF p. 28).
- The rules give rupee figures, not a percentage. Worked out from the matrix, each step is roughly 3%. For example, Rs 56,100 to Rs 57,800 in Level 10 is a rise of Rs 1,700, about 3.0% (CCS (RP) Rules 2016, Schedule Part A, PDF p. 30).
- You get one increment a year, on 1 January or 1 July (CCS (RP) Rules 2016, Rule 10(1), PDF p. 28).
Promotion, Migration and Level 13
- Promotion or MACP: you get one increment in your current Level, then move to the equal Cell in the new Level, or the next higher Cell if there is no equal one (CCS (RP) Rules 2016, Rule 13(i), PDF p. 29). In the rule's example, Rs 28,700 in Level 4 becomes Rs 29,600 after one increment, and then Rs 30,100 in Level 5 (CCS (RP) Rules 2016, Rule 13, Illustration, PDF p. 29).
- Moving from 6th CPC pay on 1.1.2016: old basic pay was multiplied by 2.57 and fixed at the equal or next higher Cell in the applicable Level (CCS (RP) Rules 2016, Rule 7(1)(A)(i), PDF p. 25). In the rule's example, Rs 12,560 x 2.57 = Rs 32,279, fixed at Rs 32,300 in Level 4 (CCS (RP) Rules 2016, Rule 7, Illustration, PDF p. 25).
- Level 13: the original Level 13 started at Rs 1,18,500. The CCS (Revised Pay) (Amendment) Rules, 2017 replaced it with a Level 13 starting at Rs 1,23,100 in Cell 1 (DoE OM dated 28.09.2017, para 1, PDF p. 1). The modified Level 13 applies from 1.1.2016 (DoE OM dated 28.09.2017, para 8, PDF p. 3).
- The 7th CPC used an "Index of Rationalisation" to set the first Cell of each Level. This is different from the fitment factor of 2.57 used to fix individual pay (DoE OM dated 28.09.2017, paras 4 to 6, PDF p. 2).
Where to Check
The full Pay Matrix is in Part A of the Schedule to the CCS (Revised Pay) Rules, 2016 (CCS (RP) Rules 2016, Schedule Part A, PDF p. 30). For Level 13, use the 2017 modification (DoE OM dated 28.09.2017, PDF p. 1).
- The Government set up the Eighth Central Pay Commission on 3 November 2025 (DoE Resolution dated 03.11.2025, PDF p. 4). It is to make its recommendations within 18 months of its constitution (DoE Resolution dated 03.11.2025, para 5, PDF p. 5). The Resolution contains no new pay figures, so the 2016 matrix is the one in the rules until a new order is issued.
- These rules cover civil posts under the Union whose pay is charged to the Civil Estimates (CCS (RP) Rules 2016, Rule 2(1), PDF p. 22). If you work in Railways, Defence, Delhi Police, or an autonomous body such as KVS or NVS, confirm which pay rules your employer applies.
