Unified Pension Scheme (UPS): How It Differs From NPS
What UPS Is
UPS took effect on 1 April 2025 as an option under NPS for eligible Central Government employees. It introduces an assured-payout framework, subject to notified conditions (DFS/PFRDA, F. No. FX-1/3/2024-PR dated 24.01.2025).
So the key difference is that UPS brings an assured-payout framework for employees who choose it. This page does not give the payout formula or the qualifying conditions. Read them in the notified UPS regulations before you decide.
Who Can Choose UPS
UPS is open to existing Central Government employees who were under NPS on 1 April 2025, and to eligible new recruits joining on or after that date. The option and deadlines are as notified (DFS/PFRDA notification dated 24.01.2025).
Switching Back From UPS to NPS
From 25 August 2025, employees who opted for UPS have a one-time, one-way facility to switch back to NPS (DFS OM 1/3/2024-PR dated 25.08.2025).
The switch must generally be made no later than one year before superannuation, or three months before the deemed date of voluntary retirement. Timing and disqualification conditions in the OM apply (DFS OM dated 25.08.2025). Because the facility is one-time and one-way, plan the decision carefully.
Fixed Medical Allowance for UPS Employees
From 13 March 2026, Central Government employees covered by UPS are eligible for Fixed Medical Allowance on the same terms as the earlier DoPPW orders of 6 December 2023 and 7 February 2025. The current rate is ₹1,000 per month, subject to residence and CGHS or OPD-option conditions (DoPPW OM 04/07/2020-P&PW(D)/6455 dated 13.03.2026).
