How Is the KVS Transfer Count Calculated?
What the Transfer Count Is
- The transfer count is a score of points for different factors relevant to a tenure transfer (KVS Transfer Policy 2023, Part I, para 2(xix), p. 3). KVS considers transfers on the basis of this score (KVS Transfer Policy 2023, Part I-A, para 4(B), p. 9).
- Points are counted as on 30 June of the year, which is the crucial date for eligibility and stay (KVS Transfer Policy 2023, Part I, para 3(iii), p. 4).
- This part of the policy covers all teachers up to PGT, Librarians, Head Masters and non-teaching staff up to Assistant Section Officer (KVS Transfer Policy 2023, Part I-A, para 1, p. 5).
Points Table
| Factor | Points |
|---|---|
| Continuous active stay at the station, for each completed year | +2 (KVS Transfer Policy 2023, Part I-A, 4(B) Sl. 1, p. 9) |
| PwD employee | +40 (KVS Transfer Policy 2023, Sl. 2, p. 9) |
| Medical ground (MDG) or death of family person (DFP) | +35 (KVS Transfer Policy 2023, Sl. 4, p. 9) |
| Completed tenure at a Hard, NER or Priority station (present posting) | +30 (KVS Transfer Policy 2023, Sl. 3, p. 9) |
| Less than three years to retire (LTR) | +25 (KVS Transfer Policy 2023, Sl. 5, p. 9) |

How the Points Add Up
- If you qualify under more than one ground (Sl. 2 to 11), only the ground with the highest points is counted (KVS Transfer Policy 2023, Part I-A, para 4(B), p. 10).
- Example: 6 completed years of active stay plus a KVS spouse at your choice station gives 12 + 15 = 27 points.
- Active stay excludes absence on any kind of leave other than maternity leave of 30 days or more at a normal station, or 45 days or more at a Hard, NER or Priority station (KVS Transfer Policy 2023, Part I-A, 4(B) Sl. 1, p. 9).
- KVS counts active stay session-wise, from 1 July to 30 June. In its worked example for a normal station, a year with total leave of 30 days or less counts as one full year, and a year with more counts as zero (KVS Transfer Policy FAQ, Q24).
- MDG and DFP points are capped at 35. If you already got a transfer on these grounds in a previous year, the points are not given again (KVS Transfer Policy 2023, Sl. 4, clarification, p. 9).
- Tie-break: a woman is transferred before a man; then the station senior; then the person senior in age (KVS Transfer Policy 2023, Part I-A, para 4(B), tie-breaking, p. 10).
Who Can Apply and Key Definitions
- You can apply after completing tenure, except PwD, MDG, DFP and LTR cases, which are considered irrespective of tenure (KVS Transfer Policy 2023, Part I, para 3(v), p. 4). Tenure is 5 years at a normal station and 3 years at a Hard or NER station (KVS Transfer Policy 2023, Part I, para 3(vi), p. 4).
- An employee who has not completed tenure, or against whom disciplinary proceedings are in progress or contemplated, is not eligible to apply (KVS Transfer Policy 2023, Part I-A, 2 II(A)(b)(iv), p. 7).
- PwD: 40% or more disability, with a certificate from the competent medical authority (KVS Transfer Policy 2023, Part I, para 2(xii), p. 3).
- MDG: the medical conditions in Annexure I for yourself, your spouse or a dependent son or daughter (KVS Transfer Policy 2023, Part I, para 2(x), p. 3). These include cancer, paralytic stroke, renal failure, coronary artery disease, thalassaemia, Parkinson's disease, motor neuron disease and AIDS (KVS Transfer Policy 2023, Annexure I, p. 15).
- DFP: death of your spouse, son or daughter in the two years before 30 June. LTR: retirement due within the next three years as on 30 June (KVS Transfer Policy 2023, Part I, para 2(iv) and (viii), p. 2).
- Single parent: an employee who has lost his or her spouse or has been separated by a court, and who has parenthood through custody from court, surrogacy or legal adoption (KVS Transfer Policy 2023, Part I, para 2(xvi), p. 3).
- You must choose at least five different stations (KVS Transfer Policy FAQ, Q5).
Where to Check
Read Part I-A, para 4(B) of the KVS Transfer Policy 2023 (KVS Transfer Policy 2023, Part I-A, para 4(B), p. 9) and the KVS Transfer Policy FAQ page (KVS Transfer Policy FAQ, Q1).
Transfer cannot be claimed as a matter of right (KVS Transfer Policy 2023, Part I, para 3(ii), p. 4). Check each year's KVS transfer notification and calendar of activities before you apply. NVS has its own separate transfer policy.
Related Questions
What is the difference between transfer count and displacement count?
The transfer count decides who gets a requested transfer. The displacement count is a separate score used to decide who is displaced from a station; it gives 2 points per year of stay and minus points for grounds such as PwD, MDG or DFP, and spouse at the same station (Part I-A, para 4(A)).
Does leave reduce my active stay?
Yes. Absence on any leave other than maternity leave of 30 days or more at a normal station, or 45 days or more at a Hard, NER or Priority station, is excluded from active stay.
Can I get both spouse points and medical ground points?
No. If you qualify under more than one ground, only the ground with the maximum points is counted, in addition to your stay points.
Can I apply on spouse ground before completing my tenure?
The Commissioner may transfer on spouse ground on request, in exceptional circumstances and against clear vacancies, where your tenure is not complete but your stay at the station is more than 3 years (Part I-A, para 3(I)).
How many station choices must I give?
KVS says it is compulsory to opt for five different stations for transfer or displacement.
